DEMA's Certifications Census Summary

The Certification Census is an open water certification count. DEMA, in cooperation with several diver training agencies, compiled the data contained herein.  The data is compiled in aggregate to provide the industry with an overview of this important statistic.

For purposes of this study, only certifications at the “Open Water” level are counted toward the DEMA Certification Census.  The definition of “Open Water” level certifications for the purposes of this study is based on the original standard for entry-level training as defined by ANSI Z86.3 which states that:

“entry level training” is defined as:   "The initial course of scuba instruction leading to diver certification, issued by a nationally recognized training organization. Successful completion of a course that meets or exceeds the requirements of this standard qualifies an individual to procure air, equipment, and other diving services and to engage in recreational open-water diving without the direct or indirect supervision of a certified instructor of scuba diving."

Note that this definition effectively excludes any entry-level certification or diving experience that requires supervision of divemasters/dive cons, assistant instructors or instructors.  It includes only those certifications which are considered both “entry-level” and also allow the individual to dive independently of direct or indirect supervision.

To be eligible for the count, the recipient of the Open Water level certification must have a US address in the continental United States, Alaska, Hawaii, any US territory (ie: Guam or Puerto Rico or others), or any US APO/FPO address, regardless of where the certification was completed or issued.  This includes US and Territories as follows:

  • All US APO/FPO addresses worldwide
  • All 50 states within the US
  • Puerto Rico
  • Guam
  • US Virgin Islands
  •  American Samoa
  • Northern Mariana Islands
  • Midway Island
  • The Marshall Islands
  • Palmyra Island
  • Kingman Reef
  • Wake Island
  • Howland and Baker Islands
  • Jarvis Islands
  • Johnston Atoll
  • Navassa Island
